I should expand:
The "full stop" theory is generally enacted in Richmond by turning cars nonetheless drifting
along at a slow pace towards you. I find that bending of the rule to be so typically American ~ Land of the
Highway & home of the Free. Crosswalks may have been put into place around the city but nonetheless pedestrians are still placed at the bottom of the pecking order.
Coming from a country where Red means Stop & Green means Go, I find it rather unnerving to have cars drifting at you when you would otherwise cross in complete confidence, knowing you have full priority to do so. The Evils shall stay.

In theory cars can turn right on red unless otherwise posted, but they should come to a full stop and give way to pedestrians already on the crosswalk, so...
